SIMPLIFIED CONTROL REQUIREMENTS
Lighting control requirements for indoor spaces are now simpler. Control requirements are based, in nearly all cases, on the type of lamp or luminaire installed, not the space.

Joint Appendix 8 defines the performance requirements for high efficacy LED sources and requires that LED sources provide 90+ CRI illumination and a R9 value of >=50 (both of these metrics equate to lighting that is more pleasing in residential applications). LED sources must also now meet strict requirements for reduced flicker, <30% both at 100% and when dimmed to 20%.
HOW DO I KNOW WHICH PRODUCTS MEET TITLE 24 2016?

Table 150.0A defines products that do not have to meet JA8, the most common types include:
- • Pin-based linear or compact fluorescent light sources using electronic ballasts
- • GU-24 sockets containing light sources other than LEDs
- • Inseperable SSL luminaires that are installed outdoors
The builder must now provide new homeowners with a schedule that includes a list of installed lamps and luminaires.

For single family homes, lighting mounted to a building must be controlled by one of the combinations: Photocell and motion sensor, photocell and time switch, astronomical time clock or EMCS with features of astronomical time clock, that does not allow the luminaire to be ON during the day, and may be programmed to automatically turn lighting OFF at night.[/su_column] [su_column size=”1/3″]RECESSED LIGHTING
Recessed Downlight housings must be rated for direct contact with insulation (Type IC), as well as be labeled and certified airtight with air leakage less than 2.0 CFM at 75 Pascals when tested with accordance with ASTM E283. The opening must be sealed with a gasket or caulk between the housing and ceiling. The recessed housing shall not contain a screw based socket. In addition, the light source must be high efficacy and comply with Reference Joint Appendix JA8. It must also be marked “JA8-2016”.[/su_column] [/su_row] [su_row] [su_column size=”1/3″]SCREW-BASE LUMINAIRES
All luminaires that utilize a screw-based socket must contain lamps that comply with JA8 high efficacy requirements. All enclosed, screw-base luminaires, must utilize a compliant lamp rated for elevated temperatures.[/su_column] [su_column size=”1/3″] [su_column size=”1/3″]HIGH EFFICACY LIGHTING
Per Table 150.0 A, fixtures with a GU-24 socket and compact fluorescent lamp or an inseparable LED source are not required to meet JA8.[/su_column] [su_column size=”1/3″]CONTROL REQUIREMENTS BY SPACE
At least one luminaire in the bathroom, garage, laundry room and utility room must be controlled by a vacancy sensor. Preset scene controllers and EMCS can take the place of dimmers as long as the functionality meets code requirements.[/su_column] [/su_row]

Title 24 is enforced by the building or electrical inspector at the site of the lighting installation and may involve the homeowner, contractor and/or builder. The building permit process is used to identify and track compliance. If a lighting installation is noncompliant as installed, an occupancy permit maybe delayed or denied.
